TAC provides a full range of transport consultancy services, including:
The Goods Vehicle Operator Licensing scheme is administered by the Driver and Vehicle Standards Agency (DVSA) on behalf of the Traffic Commissioners, although the rules and fees are different if you are in Northern Ireland.
There are 8 traffic areas in Great Britain with a Traffic Commissioner responsible for each area.
You’ll need to hold a Goods Vehicle Operator’s Licence for each traffic area where you have an operating centre.
Traffic Commissioners are responsible in their area for:
• Licensing operators of Heavy Goods Vehicles (HGVs)
• Granting vocational licences
• Taking action against drivers of HGVs
• The environmental suitability of HGV operating centres
• Applications for new licences
• Disciplinary action against operators who have broken the conditions of their licences
TAC has extensive experience in dealing with applications on a daily basis. This experience, coupled with a good relationship with the Office of the Traffic Commissioner, places TAC in a strong position when dealing with new applications or amendments to your current operator’s licence.
Once approved, your Operator’s Licence would require a robust system of compliance with the aim of maintaining all undertakings set down in the licence. Registering to manage your Operator Licence on gov.co.ukwill allow online access to your Operator Licence.
TAC are able to assist you with the following:
• New Operator’s Licence Applications
• Operator’s Licence Variations
• Notifications to the Office of the Traffic Commissioner
During a compliance audit, TAC will examine your transport systems in detail, identify areas for improvement and provide you with a full report detailing recommendations and the resulting actions required to ensure compliance with the undertaking of your Operator’s Licence.
All reports are independent, in line with FORS as standard and submissible to the Office of The Traffic Commissioner.
Using the latest software, TAC can provide a detailed analysis of your tachograph data for analogue, digital or a combination of both.
The analysis report will clearly highlight any infringements such as EU Driver’s Hours and the Working Time Directive (WTD). The report will also detail the cause of the infringement.
TAC can provide a report showing the fixed penalties associated with the particular infringement. Highlighting the financial cost to the driver and ensuring that the driver has signed acknowledgement of the infringement can help in assuring future compliance.
Every fine received could have an effect on your Operator Compliance Risk Score (OCRS). TAC is able to advise on your infringements and help implement remedial training and solutions.
You can register and review your OCRS score online by registering with the operator licence self-service at www.gov.uk.
Applicants for a Standard Goods Vehicle Operator’s Licence must show that they are ‘professionally competent’ or that they employ a Transport Manager who meets the requirements.
Persons will be considered ‘professionally competent’ by passing the examination for the Management Certificate of Professional Competence (MCPC) conducted by OCR Examinations on behalf of the Department for Transport (DfT).
As a business you must ensure that an appointed Transport Manager is fully qualified and up-to-date with their training. Similarly, if you are a manager in charge of operations, this course will ensure you can complete your duty in a safe and efficient manner, strengthening your skills and making you more employable.
With an MCPC qualification can come many benefits that may include:
Compliancy with your Operator’s Licence undertakings:
The OCR approved two day Manager’s CPC Refresher course provides Transport Managers with in-depth information and the latest legislation relating to the Manager’s CPC qualification. The course includes a comprehensive overview of the Operator’s Licence obligations and undertakings.
Our One Day Operator’s Licence Awareness Course (OLAC) gives an essential overview of Operator’s Licence undertakings and transport compliance knowledge.
The course is designed to support and guide personnel who are responsible for the ongoing compliance and undertakings given to the Traffic Commissioners when applying for a Goods Vehicle Operator Licence.
Attendance on this course can be counted as 7 hrs towards your Driver CPC.
